Hello.
A couple of weeks ago not valid this information, but I think that currently agents build we have free available inTeam Foundation Service is not supported by Windows 8 and Windows Phone projects.
As well, if you have an MSDN subscription, it gives you right to about $150 credit of Azure (Scott Hanselmanexplains it in detail in this post). I had not had it in mind, since I have a corporate, however subscription according to calculations by Scott, with those $150 credit have 2 small VMs in Azure free per month.
As well, tying ropes here you das account that you can mount a VM with Windows 8 (u Win8.1) and configure it to be your Build Server with the features you need: Windows 8, Windows 8 and even a little, pressing Windows Phone!
If you don’t know how to do it, a while ago I explained How to mount a build server for Team Foundation Service, and also explained How to assemble a build server for Windows 8 or Windows Phone projects .
Besides that you can win an Aston Martin, now already you have a Build Server for free with your MSDN subscription
Greetings @ Portugal
The Bruno
